This story is continued from Action Comics Weekly #632 and continues in Action Comics Weekly #634.
Synopsis:
Nightwing and Speedy arrive in Washington D.C. after their battles in Ireland. They are met by CBI chief Sepulveda who was responsible for firing Roy Harper. Along the way to CBI headquarters they are attacked in the streets by the Sanas. Sepulveda drives away, leaving the heroes to fight.
After the fight, Nightwing and Speedy are picked up by Hunter who takes them to meet Sepulveda. The CBI chief claims they are interfering with an investigation, gives them a document, then ushers them out so that he can meet with Lord Danvers. When the heroes leave, they are searched. The document is found, leading them to be taken into custody.
