The King confronts Governor Bradshaw in order to obtain a pardon for convicted killer Bill Dudley. The King claims that Dudley is innocent. When the governor refuses to sign the pardon, the King kidnaps him and signs it while disguised as the governor.
The King then brings the governor, the victim's wife, and two men who witnessed the murder to the site of the killing. While leaving the Witch to watch the others, the King disappears only to return dressed as Ed Frame, the murder victim. Seeing Frame causes Jim Smith to confess to having been the real killer.
The Witch then explains to the governor that a thief in her employ stole a ring from Smith's home. She realized it was the same ring wore by Frame's killer. The King set up the situation to force a confession from Smith.
